Introduction:
Dear Peoples of Lethbridge,
This is an URGENT PUBLIC HEALTH & SAFETY SERVICE ANNOUNCEMENT:
This Ceasefire Petition exists to inform the People of Lethbridge of an Urgent Public Health & Safety Concern pertaining to recent events which bring into focus Clear & Present Danger involving the Lethbridge Police Shooting Range in Botteril Park, which is part of the Police Dog Training Facility.

To be clear; based upon the evidence that you will read in this petition, I consider it safe to say that this situation is not just about minimizing unnecessary risk, or protecting the public from future harm, regarding Ricochet, it's also about recognizing the ongoing public harm which has been occurring for decades, because of the existence of outdoor shooting ranges located in our Urban Parks.
After researching and contemplating the many relevant variables of this issue, I am confident that the most reasonable and lawful response to this situation is an Immediate Ceasefire at the Botteril Shooting Range, to resolve the danger of someone being seriously injured. Let's no longer Test our Luck, or Tempt fate, and instead, let's Heed these event based warnings, as the warning we've received so far are actually extremely gentle, in contrast to how much more serious they could have been, as they may be our last.

See Section 2 of this link for a list of historic incidents pertaining to "Stray Bullets" coming from the LFGA shooting range, (Lethbridge Fish & Gun Association), which is a much larger shooting range than the one at Botteril Park.
At minimum, an immediate Ceasefire at the Botteril Shooting Range occurs, and all shooting is potentially relocated, and centralized to the LFGA shooting range, (Click HERE for map), which we may likely find has taken appropriate action to not only make it safer than it was before, but also much safer than the Botteril Range.
This would provide a most immediate resolution to the risk posed by the Botteril Range, while allowing for the continuity of Police Training. (Relocation of the Botteril Shooting Range has been seriously considered by the city and police for years)

In regards to the LFGA Range, it looks to me that they are doing/have done a really great job, all things considering, in ensuring safety there, as much as can be done, with an Outdoor Shooting Range.
"We’re going to build up the berms. We’re going to put in backstops to trap bullets. We’re going to put in air baffles and ground baffles so when someone is standing at a shooting line and ready to fire, all they will see is a target, no blue sky, so that no projectile is going to leave the range,” said Litchfield at a local press conference this week."
The Area there is also much larger than the Botteril Area, which certainly has some impact on how the "noise" is experienced by the public and the wildlife... but further investigation into that would be wise.

Perhaps this situation is simply exactly what was required for the necessary funding to be justifiably allocated to a Indoor Shooting Range, which has surely been desired by the Lethbridge Police Department.
I advise that we consider all this an extremely Graceful Warning, by the Divine, for what could have been, or could be a much more serious event. Let's not "Test our Luck" any longer, let alone "Tempt God"; Because if we are honest with ourselves, a relocation has been a long time coming, and I'm sure that all those involved, know it.
IMPORTANT UPDATE:
The first being the Ricochet mentioned above.

(This bullet was found right on the bike path, in front of the Shrines "Throne of Unconditional Love".
Based upon the fact that I have spent over 1500 hours walking around this 35m x35m area during the last 12 months, and do multiple laps for multiple hours on a daily basis, this bullet most likely was shot today, between 2-3pm.)

How could this be, and what does this mean?!
Upon further research, this bullet being found at the Shrine is clear evidence of a much greater public risk to public safety than was previously understood. Greater risk even, then if the Police were using REAL Bullets at the shooting range. (Which from my understanding ceased, because of an incident 10 years or so ago, when a bullet entered into someones home, which supposedly came from the outdoor, "LFGA Shooting Facility" which is located between the "Softball Facility", and "Alexander Wilderness Park".

As of June 7th, 2024, I have personally informed all those mentioned above, via the Police and Cities website messaging platform, and requested meetings with, and written letters from each of them, so that I and the Public know exactly where they stand.
Please feel free to personally contact them to express your concern, and your appreciation of their signing this petition, and or clearly stating, in writing, where they stand on the issue, and how they feel this issue could be best resolved.why they would not sign, and or responding in any way they can to endorse, demand, and help ensure that an immediate ceasefire occurs.
To be clear, an IMMEDIATE CEASEFIRE can and should occur over night, and should have already occurred. Not only will it be too late if someone gets injured, but to repeat again, for emphasis, the information within this petition proves without a shadow of a doubt, that injury is already occurring, on a daily basis, and has been for over 4 decades.
May we heed the warning signs of the times, and take decisive action.

2. Physical & Psychological Harm on Wildlife:
Loud noise such as gunshots can harm wildlife as well as humans. At the very least, birds are deterred from using otherwise viable habitat by gunfire. In addition, researchers have documented stress in birds that are flushed by gunfire. Other studies show that birds’ hearing can be permanently damaged by the sound of gunfire. This is particularly worrisome for songbirds, which have finely tuned hearing, far more sensitive than human ears.

Shouldn't every major city have a "State of the Art", INDOOR Shooting Range Facility, for the police and for the public to train. There is simply no need to put the public at risk, and we wouldn't dare not enforce Ear Protection for those doing the shooting.
It's also important to recognize that because both of the outdoor facilitates are less costly operations than an indoor facility, the shooting range by the Shrine likely being less complex of a development than a small school playground, it is quite easy to imagine that a relocation of the exact design could be completed in less than a month, somewhere far away from until an indoor facility is developed.

[This is for a City (Phoenix, Arizona) which has a population of 1.6million. That's 16 times more people than Lethbridge.]

The average cost of an INDOOR Shooting Range varies between:
Private: $15,000 - $550,000 cad
(Surely the City of Lethbridge can justify this budget immediately. At minimum, the currently location could be used for building this, as an indoor facility would most likely resolve both main issues (Noise & Risk of Ricochet, let alone stray bullets).
Commercial: $4-5.5 Million cad

In conclusion, the only decision that makes any sense to me, in terms of immediately resolving this Public Health & Safety Concern, is an Immediate CEASEFIRE at the Botteril Shooting Range. The topic of where the shooting range is relocated is a distant Secondary issue, and at minimum, can easily be easily resolved by being relocated to the much larger LFGA shooting range, as the current Botteril shooting range seems to be extremely basic, comprising of a 50m x 100m space of land, 20 meters of berm, and a small 20x20m building. Also, along side a relocation to the larger LFGA shooting range, the Indoor Options could be as simple as repurprosing an old warehouse in the industrial area, or even building an indoor facility at the Botteril Shooting Range itself. (Although I am not sure to what the degree making it Indoor would resolve the Noise, considering how much closer this shooting range is to the surrounding walking path).
For those who would disagree with the ideas, findings, and propositions in this Petition, I would sincerely love to learn about your views, especially if they are based on sound logic.
