Introduction:

Dear Peoples of Lethbridge,

This is an URGENT PUBLIC HEALTH & SAFETY SERVICE ANNOUNCEMENT:

This Ceasefire Petition exists to inform the People of Lethbridge of an Urgent Public Health & Safety Concern pertaining to recent events which bring into focus Clear & Present Danger involving the Lethbridge Police Shooting Range in Botteril Park, which is part of the Police Dog Training Facility. 

A brief overview of recent events:

Since last summer, I Michael Petrakis have been meeting with many people down at the river-bottom, at the World Peace Shrine, who have passionately voiced their seemingly, quite reasonable concerns, and definitive interest of a Ceasefire, regarding the jarring barrage of sudden Gunshots coming from the Police Shooting Range, which often goes on for 3-4 hours, on a tri-weekly basis, in Botterill Park.
I’ve been in full agreement, and I feel most people will be too, upon sincerely considering the information presented in this Petition.
 
I was never surprised to consistently hear how absurd everyone feels it is, that the Lethbridge Shooting Ranges are located in our cities Urban Parks, which are filled with wild-life, and where people from all walks of life go to find peace. Perhaps it didn't seem like such a bad location back when they were constructed decades ago, but that is certainly not the case now.
 
On the 1st of February, while visiting the Botteril Park Peace Shrine, I was almost hit by a "Ricochet", which occurred less than 1 minute after a barrage of rapid gunshots began at the Shooting range, as it normally does, for over an hour and sometimes over 4 hours. In reality, I could have been seriously injured, or much worse.
 
Obviously this is quite concerning, especially considering the fact that the line of fire of the shooting range is pointed directly at the Shrine, as well as the main public walking path, with only about 50 meters, and a raised barrier of compacted soil ("standard" regulation "berm") protecting the people from being hit by bullets.
This new threat presents a Clear & Present Danger, which I believe has up until now not been recognized, simply because of how few people spend time in the area. Now, with the existence of the Shrine, and the number of people visiting the area growing by the week as the summer nears, the chances of someone getting injured will only increase.  (The last 4 months of the summer of 2023 saw around 4000 people visiting the shrine. That number will likely double in 2024.

Since February, I tried to resolve the issue on my own, by going directly to the police, but for whatever reason, it wasn't being taken as seriously as I had hoped, (understatement) and even though I was assured that I would be kept in the loop regarding a police investigation into the matter, I never heard back from them, even after a second report and request for clarity into planned actions to resolve the risk were assured.
After a few months had gone by without hearing gunshots, I naively thought/hoped that may have been because a decision was likely made to at minimum, cease shooting.  But as of May 31, 2024, a day prior to an gathering scheduled at the Shrine, the shooting continued. 
 
Being extremely concerned with the safety of anyone attending this June 1st gathering, and the days and months which would follow, i decided to inform the Public of this danger, through a first draft of this Petition. This was to at minimum, inform everyone of the possible dangers, especially since the police were not even willing to assure me that shooting would not be occurring the very next day, for the gathering, let alone for the days and months that would follow.

In the light of these events and interactions, the Petition has also become a way for me to publicly share my testimony, and begin developing a public investigation, so as to map out my full-scope understanding of this situation, as it seemed to me that it was entering into the realm of "Criminal Negligence" in terms of "Failure to Act" in the name of Public Safety, on the part of the Police Department. This includes the Lethbridge Police Department, the Lethbridge Police Commission, the Mayor, and all City Councillors, depending on how they respond to this urgent matter.
 
That being said, although the second Staff Sergeant I spoke with on the 31st of May did seem to respond reasonably enough, assuring me that someone up the chain of command would contact me, what followed was only another disappointing interaction with the officer in charge of the range, who echoed the concerning statement made by the first Staff Sargeant.  The particularly concerning statement was: "There is absolutely no way there is going to be a CeaseFire, no matter what."
Twelve days later and I am still waiting for a single call back from any higher ranking officers regarding the seemingly simple and reasonable request, which eventually became a demand, that at minimum, an immediate ceasefire until a full investigation and proper risk assessment has occurred to ensure Public Safety.

or disregards the life and safety of others."

To be clear; based upon the evidence that you will read in this petition, I consider it safe to say that this situation is not just about minimizing unnecessary risk, or protecting the public from future harm, regarding Ricochet, it's also about recognizing the ongoing public harm which has been occurring for  decades, because of the existence of outdoor shooting ranges located in our Urban Parks.
Specifically, the traumatizing and retraumatization of citizens, peoples companion animals (Dogs), wildlife. Last but not least, is the serious, cultural and relational issue pertaining to Truth & Reconciliation, as the River-bottom is also a culturally historic site.
The injuries and risk of injury is only increasing, as more and more people visit the Shrine, and the River-Bottom in general, in the Summer.


After researching and contemplating the many relevant variables of this issue, I am confident that the most reasonable and lawful response to this situation is an Immediate Ceasefire at the Botteril Shooting Range, to resolve the danger of someone being seriously injured. Let's no longer Test our Luck, or Tempt fate, and instead, let's Heed these event based warnings, as the warning we've received so far are actually extremely gentle, in contrast to how much more serious they could have been, as they may be our last.
 
Can you imagine the implications of someone, like a child, or anyone for that matter, getting seriously hurt by a ricochet, or stray bullet, especially after years of warnings, including multiple incidents involving police reports and investigations have occurred?

That being said, based upon further research into the previous "stray bullet" incidents linked above, and the "$2M worth of safety upgrades which began around New Years of 2021, at the LFGA Shooting Range, to ensure that these "Stray Bullet" incidents never happen again, or at the very least, that risk of re-occurrence will be extremely minimized, I Highly recommend the following actions be taken immediately, by the Lethbridge Police Department:

At minimum, an immediate Ceasefire at the Botteril Shooting Range occurs, and all shooting is potentially relocated, and centralized to the LFGA shooting range, (Click HERE for map), which we may likely find has taken appropriate action to not only make it safer than it was before, but also much safer than the Botteril Range.
This would provide a most immediate resolution to the risk posed by the Botteril Range, while allowing for the continuity of Police Training.

The Perfect Transition:
Although the LFGA "Safety Upgrades" may not resolve the many "noise" related issues (described below, which seem to be much more serious in relation to the Botteril Shooting Range) due to the general idea of "shooting ranges in our Urban Parks", relocating the Botteril Range to the LFGA Range will at minimum, centralize all shooting into one park, and thus entirely Resolve all risk and ongoing injury at the Botteril Park.  A Further investigation into that matter should certainly occur, and seems to be occurring, in regards to just how much safer the LFGA is, after millions of dollars have been invested for that very purpose, since 2020, especially when it comes to the Decibels.  It that regards, just imagine how beautiful of a Peace Offering it would also be, for the nature lovers of our Community, if we decided on one day of the month, or even week, which we honoured the "Sound of Silence, Nature, the Birds, and the Bees."

In regards to the LFGA Range, it looks to me that they are doing/have done a really great job, all things considering, in ensuring safety there, as much as can be done, with an Outdoor Shooting Range. 

"We’re going to build up the berms. We’re going to put in backstops to trap bullets. We’re going to put in air baffles and ground baffles so when someone is standing at a shooting line and ready to fire, all they will see is a target, no blue sky, so that no projectile is going to leave the range,” said Litchfield at a local press conference this week."

The Area there is also much larger than the Botteril Area, which certainly has some impact on how the "noise" is experienced by the public and the wildlife...  but further investigation into that would be wise.

Perhaps this situation is simply exactly what was required for the necessary funding to be justifiably allocated to a Indoor Shooting Range, which has surely been desired by the Lethbridge Police Department.

I advise that we consider all this an extremely Graceful Warning, by the Divine, for what could have been, or could be a much more serious event.  Let's not "Test our Luck" any longer, let alone "Tempt God"; Because if we are honest with ourselves, a relocation has been a long time coming, and I'm sure that all those involved, know it.

IMPORTANT UPDATE:

Today, while at the Shrine, I experienced for the second time, what may be a "One in a Million" chance event.
The first being the Ricochet mentioned above.

Up until now, I have been continually assured by the police that because of the "fact" that "both Lethbridge Shooting Ranges Operate under strict protocols regarding the use of "Frangible Bullets", there is "no" risk of "Ricochet", which is obviously incorrect, let alone gas-lighting, considering my personal experiences of this years event.
 
"Frangible bullets are intended to disintegrate into tiny particles upon target impact
to minimize their penetration of other objects. Small particles are slowed more rapidly by air resistance,
and are less likely to cause injury or damage to persons and objects distant from the point of bullet impact."

(Bullet found at World Peace Shrine, at 3pm, on 6/6/2024)
(This bullet was found right on the bike path, in front of the Shrines "Throne of Unconditional Love".
Based upon the fact that I have spent over 1500 hours walking around this 35m x35m area during the last 12 months, and do multiple laps for multiple hours on a daily basis, this bullet most likely was shot today, between 2-3pm.)
 
 
Although frangible bullets are meant to prevent the incidence of ricochet,
or at minimum, minimize the possibility, the discovery of this Bullet,
which could be a frangible bullet, is NOT disintegrated. 

How could this be, and what does this mean?!
 
First of all, this is Not The First Time there has been an incident of a Stray bullet, which has put public lives in Serious & Unnecessary Risk.  ~ SOURCE - (Lethbridge Historical Incidence involving the Shooting Range)

Upon further research, this bullet being found at the Shrine is clear evidence of a much greater public risk to public safety than was previously understood.  Greater risk even, then if the Police were using REAL Bullets at the shooting range.  (Which from my understanding ceased, because of an incident 10 years or so ago, when a bullet entered into someones home, which supposedly came from the outdoor, "LFGA Shooting Facility" which is located between the "Softball Facility", and "Alexander Wilderness Park".
(I will soon be requesting access to these case files, for further research).
 
The Greater risk that I am referring to is that although Frangible Bullets are designed to minimize injury from ricochet, the bodily damage caused by direct impact from a Frangible Bullet is Much GREATER than with "real" bullets used by police, which are designed to kill, in real life situations.

"Section 242 prohibits a law enforcement officer from acting with deliberate indifference to a substantial risk of harm to persons in custody. Therefore, an officer cannot deliberately ignore a serious medical condition of or risk of serious harm (such as a risk that an inmate will be assaulted by other inmates or officers) to a person in custody.  To prove deliberate indifference, the government must prove that the victim faced a substantial risk of serious harm; that the officer had actual knowledge of the risk of harm; and that the officer failed to take reasonable measures to abate it."

As of June 7th, 2024, I have personally informed all those mentioned above, via the Police and Cities website messaging platform, and requested meetings with, and written letters from each of them, so that I and the Public know exactly where they stand.
 
Please feel free to personally contact them to express your concern, and your appreciation of their signing this petition, and or clearly stating, in writing, where they stand on the issue, and how they feel this issue could be best resolved.why they would not sign, and or responding in any way they can to endorse, demand, and help ensure that an immediate ceasefire occurs.
 
 
 
To be clear, an IMMEDIATE CEASEFIRE can and should occur over night, and should have already occurred. Not only will it be too late if someone gets injured, but to repeat again, for emphasis, the information within this petition proves without a shadow of a doubt, that injury is already occurring, on a daily basis, and has been for over 4 decades.
 
May we heed the warning signs of the times, and take decisive action.
 


Questions to consider:

  1. What is the situation with other cities the size of Lethbridge?!
  2. How many OUTDOOR Shooting Ranges are located in Canadian Urban Parks?!

In other words, we as a community have the opportunity to not only take this situation as an ideal warning, which of responded to properly could prevent a future incident involving a serious injury, but also, to resolve ongoing, and more subtle injury caused a shooting range located in an Urban Park.

Other than the Immediate, and most obvious reasons for CEASEFIRE at the Botteril Shooting Range, and its likely ideal relocation to the LFGA Shooting Range, as described above,  the following Three reasons stand out the most for me, regarding the most obvious dangers and ongoing harm which are most likely occurring, and will continue to occur by the existence of OUTDOOR Shooting located in Urban Parks:

1. Physical & Psychological Harm on Humans:

People have complained for years about excessive and disruptive noise from the shooting range. In addition, the sound of gunshots is disturbing to hikers and other park users, of all ages, who come to the park for serenity and peace of mind. Our parks are meant as refuges from stress. Now just imagine the Physical and Psychological Effects of hearing a sudden barrage of deafening gunshots by all those who suffer from Noise Sensitivity & PTSD, all while they are out enjoying their nature walk, trying to de-stress. Honestly, each time the shooting begins, it sounds like an All-Out-War has broken out. I think we can all empathize with those who, for example, have come from war torn countries, War Veterans with PTSD, as well as those who have survived abusive relationships. For them, and many others, hearing sudden gunshots, (and believe it or not, shots that sound like machine gunfire and even Canons) do not just get triggered, they get re-traumatized.
 
 
"Retraumatization is a conscious or unconscious reminder of past trauma that results in a re-experiencing of the initial trauma event. It can be triggered by a situation, an attitude or expression, or by certain environments that replicate the dynamics (loss of power/control/safety) of the original trauma."

2. Physical & Psychological Harm on Wildlife:

Loud noise such as gunshots can harm wildlife as well as humans. At the very least, birds are deterred from using otherwise viable habitat by gunfire. In addition, researchers have documented stress in birds that are flushed by gunfire. Other studies show that birds’ hearing can be permanently damaged by the sound of gunfire. This is particularly worrisome for songbirds, which have finely tuned hearing, far more sensitive than human ears.

3. Cross-Cultural Symbolism & Truth & Reconciliation & Peace between Peoples:

From a Cross-Cultural Peace Building perspective, consider what it means that this barrage of gunfire is constantly occurring, on historically sacred land which has seen so much conflict, and bloodshed, (From the "Whisky Trading Settlers", to the "last great inter-tribal Indian battle in the world", and where now so many find peace. A ceasefire will be a profoundly symbolic, and tangibly practical blessing for all peoples, in the name of Peace-Building, Truth, and Reconciliation.

~ Home to the 4th largest Urban Park in Canada, and the 55th Largest in the World. Source

~ Home to the High Level Bridge, which is the largest railway structure in Canada, and the largest of its type in the World, weighing in at 11,200 tonnes.  That's 1000 Tonnes more steel than the Eiffel Tower!
 
~ Developing an Indigenous Placemaking Strategy and undergoing a public space audit to review the city’s public realm through the lenses of truth, reconciliation and inclusion. The strategy is being informed by engagement with Blackfoot and other Indigenous communities in Lethbridge, and will consider the renaming, reframing and placemaking of the city’s public spaces. Source 
 
~ Partnering with the University of Lethbridge to naturalize three test plots with native grasses that support pollinator species and require less maintenance. The program, which supports the city’s goal of naturalizing 100 hectares of parkland, will test two different seed blends and determine the best strategies for future park naturalization work. Source

Shouldn't every major city have a "State of the Art", INDOOR Shooting Range Facility, for the police and for the public to train. There is simply no need to put the public at risk, and we wouldn't dare not enforce Ear Protection for those doing the shooting.

It's also important to recognize that because both of the outdoor facilitates are less costly operations than an indoor facility, the shooting range by the Shrine likely being less complex of a development than a small school playground, it is quite easy to imagine that a relocation of the exact design could be completed in less than a month, somewhere far away from until an indoor facility is developed.

[This is for a City (Phoenix, Arizona) which has a population of 1.6million. That's 16 times more people than Lethbridge.] 
($9.5M divided by 16 = $600,000)


From some basic research:
The average cost of an INDOOR Shooting Range varies between:
Private: $15,000 - $550,000 cad 
(Surely the City of Lethbridge can justify this budget immediately.  At minimum, the currently location could be used for building this, as an indoor facility would most likely resolve both main issues (Noise & Risk of Ricochet, let alone stray bullets).

Commercial: $4-5.5 Million cad

In conclusion, the only decision that makes any sense to me, in terms of immediately resolving this Public Health & Safety Concern, is an Immediate CEASEFIRE at the Botteril Shooting Range. The topic of where the shooting range is relocated is a distant Secondary issue, and at minimum, can easily be easily resolved by being relocated to the much larger LFGA shooting range, as the current Botteril shooting range seems to be extremely basic, comprising of a 50m x 100m space of land, 20 meters of berm, and a small 20x20m building.  Also, along side a relocation to the larger LFGA shooting range, the Indoor Options could be as simple as repurprosing an old warehouse in the industrial area, or even building an indoor facility at the Botteril Shooting Range itself.  (Although I am not sure to what the degree making it Indoor would resolve the Noise, considering how much closer this shooting range is to the surrounding walking path).

    I have always been afraid when I walk back there with any of my three dogs… I’ve lived here my entire life, and they are often engaged in target practice. I hate the sound of guns. . I don’t think the berms are enough protection and it shouldn’t be by an urban Park area. I always run past. I’m that worried.
